The president Dina Boluarte announced that it will present a project to advance elections for April 2024, in conjunction with the political forces of the Congress of the Republic and declared a state of emergency in areas of high conflict.
“I have assumed the presidency in a situation of political crisis that demands serious institutional reforms. Governing means representing the interests of all Peruvians and those who have less. My duty as president in the current difficult time is to interpret, read and collect the concerns of the vast majority of Peruvians, the collective interest of the Nation, the commitment to the Homeland,” said the president.
He added that the political system has been “in crisis for years”, therefore “interpreting the will of the citizenry in the broadest possible way” and as a consequence of what it implies “I have decided to take the initiative to advance the elections in conjunction with Congress April 2024″.
STATE OF EMERGENCY
Regarding the indefinite strikes and acts of vandalism, President Boluarte declared a State of Emergency “in areas of high social conflict” with the aim of “peacefully recovering internal order.”
Minutes before, the National Police published on social networks the most convulsed cities and regions in the interior of the country, as well as the roads that are blocked.

Third message to the nation in less than a week. The president Dina Boluarte will offer a message to the Nation tonight after an extraordinary Council of Ministers that was held a few hours ago due to the various social outbreaks and other vandalism at the national level that have already claimed two lives in Andahuaylas.
From indefinite strikes to acts of vandalism have been recorded since Dina Boluarte took office as president. The Panamericana Norte highway was blocked, but the most convulsed area is in Andahuaylas, where there were excesses at the Huancabamba airport.
In an interview with Canal N, Interior Minister César Cervantes announced that the president will declare State of emergency at the national level.
Police inform about protests
Through a statement, the National Police reported that, in the midst of the attacks at the Huancabamba airport in Andahuaylas, a police officer injured with a blunt object was recorded, also confirming the death of a teenager and a citizen.
“The Public Ministry ex officio has been carrying out the actions within its competence to clarify the case,” they indicated.
Meeting of the Council of Ministers
In an interview with Cuarto Poder, the president of the Council of Ministers, Pedro Angulo, did not rule out the possibility of declaring a state of emergency in the region, but in a very limited way, only in those places that require it, and with full respect for human rights.
“At this moment, given what has happened in Andahuaylas, we have convened the Council of Ministers at 9 at night, we already have some draft ideas, we are going to discuss them, to face these issues,” he said.
