The ruling party seeks to debate an intense agenda, after the single ballot session

Differences in the opposition delay the session to debate the Rental Law

A plenary of commissions issued two opinions to reform the rental law.

A series of internal differences within the opposition conglomerate prevents, for the time being, the convening of a special session to debate the new rental law on the premises, an objective that some aspired to carry out on Thursday of next week.

From socialism, the Missionary Concord Front and Together We Are Río Negro they are not entirely convinced with the term of three months fixed in that opinion as minimum term to update the value of rentalsthey aspired to at least six months. In the current legislation it is from the year.

In return, a fortnight of PRO Deputies stood on that will not accept that the margin is greater than three months. Its original objective was that there would be no time lapse to advance with the readjustments, in addition to the fact that most of them were fighting for the plain and simple repeal of the norm approved in 2020.

With this scenario, and pending a new agreement between opponents, the intention of some of the blocs to convene a special session to discuss the issue on Thursday next week at 10.30.

Yesterday, a plenary of commissions issued two opinions to reform the law, ornon-majority driven by the Front of All which proposes maintaining the current standard and adding tax benefits to improve the supply of housing, and another propitiated by the opposing blocs in which they propose that the terms of the contracts be two years and that the adjustment of the values be agreed between the parties.

The decision was adopted this Thursday afternoon at a meeting of the General Legislation and Budget commissions, led by Cecilia Moreau and Carlos Heller.

The office of the ruling party added 40 signatures of legislators, while the minority -driven by Together for Change, Front of Concord, Federal Interblock and the United Provinces Interblock- received the support of 39 deputies.

Beyond having more signatures in the opinions, the union of opposition forces and the concurrence in the enclosure of the blocks that do not have representation in the commissions, it shows a scenario in which the allies would impose their number on the plenary session over that of the FdT.

Throughout the debate on Wednesday, from the ruling party it was insisted that the solution does not lie in taking away the rights of the tenants but in add incentives to improve the rental offer.

From the opposition For their part, they said that their proposal aims to remove heavy regulation which, in his opinion, caused rental properties to be withdrawn from the market, although they all agreed that the main problem is the increase in inflation.

throughout the treatment the FdT defended the law sanctioned in 2020 that establishes three-year contracts, annual update of the values based on an average indicator of inflation measured by the Indec and the salary variation published by the Ripte of the Ministry of Labor.

The ruling party also encourages the proprietary monotributists They should not go to the general tax regime if they have any property for rent, in addition to contemplating that they do not pay personal property if the units are destined for rent with a cap of 30 million pesos.

They also propose in the project a system of incentives for the construction of rental housing.

Another key point goes through the expansion of surety insurance offers, mandatory banking and registration of part of the property auctioneers with the AFIP, among other issues.

For its part, the minority opinion provides for a two-year contract, an adjustment freely agreed between the parties based on the Consumer Price Index (IPC), the Wholesale Price Index (IPM) and/or the Salary Index (IS) prepared by the National Institute of Statistics and Censuses (Indec) or a combination of said indices, and a consensual update that can go from three months to a year, the aforementioned point in question.

The opposing blocs they also propose as the official benefits for monotaxes and exemption of personal assets for owners who have homes of up to 30 million.

In addition, they promote that the tax on bank debits in savings or checking accounts not be paid, used exclusively for the operations inherent to the activity of leasing real estate with a home-room destination, whose contracts are duly registered, in accordance with to regulation”.
