In the last few hours, the use of an application called GetContact has been a trend and that obviously made “Mechanical John” a parallel trend, simply brilliant, this is a sample of what in intelligence they call “social work”.

It is no longer about “hacking” in the style of a spy movie where the government can enter the cameras and microphones of cell phones, now the user simply enables all the information before the hook that means knowing “How do you have me scheduled? people?”.

This episode reminds us of a bill that is being worked on from the Chamber of Deputies: Law on the Protection of Personal Data in Paraguay, generated by the congressional technology commission with the participation of various sectors of civil society and that has the momentum of Deputy Hugo Ramírez, caucus leader who has been positioning himself as government spokesman for several months.

The objective of the law is to create a general and coherent framework for the protection of personal data, through precise and detailed regulations for all sectors and the creation of an agency in charge of supervising and executing the provisions.

It seeks to provide our country with a more modern legislation that respects the rights and guarantees established by our National Constitution and that at the same time adapts to new technologies and regulatory changes that have occurred in comparative law in recent years, providing security both to those responsible for data processing and to citizens.

The processing of personal data can only be carried out if at least one of the following conditions is met:
1. with the consent of the holder;
2. for compliance with a legal or regulatory obligation by the data controller;
3. by the public administration, for the treatment and shared use of the necessary and proportional data for the execution of public policies provided for in laws and regulations or supported by inter-institutional agreements, subject to the provisions of Title IV, Chapter I of this Law;
4. the data processing is carried out on data that appears in publicly accessible sources;
5. when necessary for the execution of a contract or preliminary procedures related to a contract to which the holder is a party, at the request of the holder;
6. for the regular exercise of rights in judicial, administrative or arbitration proceedings,
7. for the protection of the life or physical safety of the holder or of a third party and for the protection of health, exclusively, in a procedure carried out by health professionals, health services or health authority,
8. when it is necessary to meet the legitimate interests of the data controller or of a third party, except in the event that the fundamental rights and freedoms of the owner prevail that require the protection of personal data, in particular when the owner is a child, girl or adolescent;
The provisions of subsection 8 shall not apply to the treatment carried out by public authorities in the exercise of their functions.
