Councilor denounces irregular payment of "Nenecho"

Álvaro Grau, councilor of Asunción for the Patria Querida (PPQ) party, denounced on his social networks that the Municipality of Asunción would have paid extrajudicially and in secret, the sum of G. 22,000 million to the firm EMPO SA that is within a legal dispute.

Due to this situation, according to the documents published by Grau himself, last Thursday, March 31, the commune received a tax summons to respond if it actually made a disbursement.

The context is as follows; Alberto Abujamra, majority shareholder of the firm EMPO SA denounced that he was defrauded by the directors of the company; Enrique Ortuoste and Arivaldo Domínguez, and initiates criminal proceedings. Such a situation is reported to the administration of Óscar “Nenecho” Rodríguez in April 2021.

“Of all this I requested reports from the Municipality of Asunción, a request that was denied, alleging that the information channel between the Municipal Board and the Intendancy is the presidency of the Municipal Board. This is public information, nothing can and should not be hidden, if there is nothing to fear, why don’t they answer these questions? ”, He questioned. The councilman pointed out that the lack of transparency in the information, and the supposed hasty payment and the hidden days of the municipal inmates, generate mistrust and well-founded suspicions towards the Municipal Executive.

“So I demand that ‘Nenecho’ and Federico Mora respond to the official letters sent by the Prosecutor’s Office and to the public about this very serious complaint about the management of the resources of all the people of Asuncion,” he commented.

BACKGROUND
This is not the only case related to the firm EMPO SA and that affects the communal authorities. The other case is related to an irregular concession of the garbage collection service to the company Empo SA by the then communal authorities.

The irregularity happens mainly because Mario Ferreiro, then mayor of the commune with the support of Rodríguez (president of the Municipal Board at that time) and the 11 councilors, approved the payment of G. 1700 million to the aforementioned firm for the concession of the service .

However, Enrique Ortuoste and Arivaldo Domínguez de Queiroz, representatives of the company, had previously presented false tax compliance documents, papers that were supposedly deliberately ignored by the accused communal authorities.

The Cateura landfill has been operating since 1985. In 2005, the Municipality of Asunción put the property out to tender and signed the contract with Empo Ltda for 30 years.

In 2018, after verifying several irregularities committed by the company Empo Ltda., the Comptroller General of the Republic recommended that the municipality terminate the contract with the firm.

In October 2018, councilors transferred the contract they had with the firm in question, in default with the State, to another company, also owned by them, called Empo SA. Thus, the payment of approximately G. 50,000 million in taxes could be avoided.

In December of that year, Enrique Ortuoste and Arivaldo Domínguez de Queiroz, legal representatives of Empo LTDA y Asociados, were charged with the crimes of producing an inauthentic document and fraud.
