Construction of the Ombudsman’s Office will cost US$5,373,292

Santo Domingo.- Pablo Ulloa, who is the Defender of Pablo, revealed that he signed another contract with the United Nations Program (UNDP), for the construction of the organization’s headquarters, with this new contract changes would be made to the previous one that had been signed with the past administration.

In the form of payments, a single disbursement of about US$ 1,761,245.55 is stipulated, according to the project amendment of September 30, 2021, which is equivalent to 100%. The document establishes that US$3,612,047 would have been disbursed in the previous plan.

In principle, it was established that the plan had a cost of US$5,028,800, in the previous agreement, but, later, the budget was increased to US$5,373,292.

As established in the “new calendar” of payments, it has been deemed convenient for them to be formalized in advance considering the achievements of the planned actions and that it may be reformed to “maintain coherence” with respect to progress.

According to the information, to which El Nacional had access, the cost of the work increased by 100 million pesos that would be transferred by the Ombudsman to the UNDP account of Banco Popular in a single item.

The construction of the building, which will house the offices of the Ombudsman, and which was signed by its representatives, both from the UNDP, and the previous administration, the main plan would have been examined to add the staff room of the Ombudsman, room training center with capacity for 35 to 40 people with space for equipment, a documentation and archive center, kitchen and dining room space, warehouse, three bathrooms for men and three bathrooms for women, three bathrooms for people with disabilities, a parking area , a reception area and service window, an area for drivers and a concierge.

With the new agreement signed in this management, a medical dispensary, a lactation room and a technological equipment area were added.

The land where the headquarters of the Ombudsman stands has an area of ​​1,500 square meters, located on Avenida 27 de Febrero number 256, Los Restauradores sector of the National District.

This amount, explains Pablo Ulloa, is due to the fact that more points were added to the original spans than those already established previously.

Ulloa, would have authorized Samuel Pereira, who is administrator of the Banco de Reservas, on October 1, 2021, to transfer those funds to UNDP.

In a communication, signed by Pablo Ulloa himself, and the financial director of the Ombudsman, Juan Eligio García, he explains that the transfer of these funds is for investment (a single disbursement) for the construction of the building, institutional operation and governance to strengthen the operational capacities of the Ombudsman.

It also maintains that, through this, it seeks to “optimize citizen application, innovation, planning, management and purchasing and contracting processes for effective transparency, institutional development and accountability.”

According to agreement number 00138552, signed on September 30, 2021 between the Ombudsman and the UNDP, established in the communication attached to the agreement.

The agreement was signed in that month of the same year mentioned above, between Pablo Ulloa and the resident representative of the PUND, Inka Mattila.

According to the Ombudsman, Pablo Ulloa, due to the covid pandemic, all the work was disrupted to carry out the construction of the work, and that, moreover, there was an increase in cost.

Ulloa, also pointed out that the placement was located on an imprecise land, not an act to carry out the construction survey, for which the Ministry of Housing and Buildings was assisted, to reorder the urinal plans and adapt them to quality standards.

In the renewed project, the expansion of the services stipulated in November 2018 is established and a reorganization of the commitments and activities is made.

Within these support services that will be provided consist of bidding, management and supervision of civil works; identification and facilitation of training activities, and the acquisition of goods and services.

The land where the headquarters of the Ombudsman is built has an area of ​​1,500 square meters, located on Avenida 27 de Febrero number 256, Los Restauradores sector of the National District.

The institution acquired the property in 2015, for 39 million pesos, with its own resources, according to information from the institution.

The project documentation states that the building has a construction license issued by the Ministry of Public Works and Communications.

The first pierce that symbolizes the beginning of the construction of the Ombudsman building was on February 21, 2020, by the previous administration, led by the Ombudsman, Zoila Martínez Guante, and the representative of the United Nations Program United Nations for Development (UNDP), Inka Mattila.
