Conrado Ramos says that arguing is enough for him. He is noticed. When he talks about public office, he does so with passion and expertise. The 59-year-old political scientist dedicated his life to studying the human management of bureaucracies and civil service policies in different parts of the world. But in addition to his view from the academy, he has the experience of having wanted to change reality from within: first in the Broad Front governments, and now in the one led by Luis Lacalle Pou, as director of the National Service Office Civil.
