congressman Jose Maria Balcazar (Free Peru) revealed that the government of President Pedro Castillo would have a supposed “Plan B” that it would apply in case the Constitution Commission does not approve the bill to submit the call for a constituent Assembly and therefore, it does not reach the plenary session of Congress.
“If (the Constitution Commission) does not allow the Plenary to know and debate the reform to enter the referendum, in reality we would be giving way to a ‘Plan B’that we would not all like it to happen because it would generate another kind of instability that we want to avoid”, he declared in dialogue with Successful.
The pro-government parliamentarian hinted that this plan could occur with a possible closure of Parliament, since he emphasized that in these months of management, legislators have not been in charge of producing bills and have only obstructed the work of the Executive.

“The people of Peru are demanding a new Constitution and are demanding that we close Congress. In that sense, I suppose that the President of the Republic is thinking of a “Plan B” because it is not possible that we are neglecting a popular clamor. In Congress we have no legitimacy because we have been in the last eight months without producing laws, we have simply dedicated ourselves to torpedoing the work of the Executive“, said.
In this sense, Balcazar warned the rest of the congressmen “act responsibly” and not to oppose this initiative”for reasons of political calculation”, since he highlighted that a new Magna Carta is a right of the Peruvian people.

The bill was introduced the day before by President peter castle and sent urgently to the president of Congress, Maria del Carmen Alva (People’s Action).
In the document they detail that a special ballot with the question will be included in the regional and municipal elections next October: “doDo you approve the call for a Constituent Assembly in charge of drawing up a new Political Constitution?”, with the alternatives to the question: “Yes or no”.
Similarly, it indicates that this referendum process will be autonomous and independent of the electoral process convened by Supreme Decree No. 001-2022-PCM and “does not modify any rule of the aforementioned electoral process”.
