The Science, Innovation and Technology Commission of Congress, chaired by parliamentarian Flavio Cruz (Free Peru), approved the opinion that proposes the creation, organization and functions of the Ministry of Science, Technology and Innovation.
The decision was made with 8 votes in favor, 1 against and 2 abstentions, so the proposal put forward by the Executive Power will have to be debated by the Plenary of Congress.
During the discussion, Cruz Mamani stated that the objective is to promote adequate governance and articulation of science, technology and scientific innovation to address their problems.. In this way, he stressed that it will serve to deal with catastrophes that may arise, such as the COVID-19 pandemic.
Likewise, the president of the parliamentary working group explained that the initiative will have the stewardship of science, technology and innovation, through which the implementation of public policies in these matters will be promoted and guaranteed.

“This will be strengthened in the medium and long term, with the promotion of strategies for the industrialization of our country. To this we must add the participation of scientific research and technological development in an integral manner with the sectors involved. (university, private sector, civil society, the State, etc.); with which we will stop being a promoter country only of raw material, and become a competitive country, based on science, technology and innovationCruz said.
The Minister of the Environment, Modesto Montoyaruled on this decision of the Science, Innovation and Technology Commission, after having participated in the Council of Ministers that took place this Wednesday.
“Science and technology is what adds value to natural resources. As we said, our country survives basically thanks to mining. It survives, but to have a decent life for all Peruvians it is necessary to add value to these natural resources and that is achieved with science, technology and innovation. On this subject we have not had serious policies”, he indicated to the press from outside the Government Palace.
