While Senator Andrea Barrientos (Citizen Community) raised a mixed pension system so that contributors decide which company will manage the money from their contributions; the Public Manager, through her manager, went out to defend the work they do and dismissed the possibility of the Assembly approving the project of CC Law.
“There are people who contribute all their lives, they can have a salary of 10,000 bolivianos, but today he is going to receive less than a minimum retirement salary, that is inadmissible. ANDSo, a mixed manager or a mixed pension system will allow people to choose what is best for them, to see who pays them the most interest”, said the senator in time to present her proposal.
From May This year, the Pension Fund Administrators (AFP) Futuro de Bolivia and BBVA Previsión will stop operating in the country. This work will be in charge of the Public Manager of the Long-Term Social Security that is being rushed by the Government.
“The Political Constitution of the State, in its article 45 is very clear, it indicates that social security services must be administered by the State, therefore, the bill presented by Senator Barrientos contravenes the Political Constitution of the State and it is surprising that senators of our State do not know our Constitution”, said the manager of the Manager, Jaime Durán.
The senator from Cochabamba said that the The Pensions Law must necessarily be modified, but that his proposal aims for the contributor to have the possibility of choosing which company will manage their resources. The proposal for a mixed pension system was already raised in 2010 when the Pension Law (Law 065) was approved.
Durán said that so far the AFPs took $220 million in profits and that the Bolivian system will inject the Manager’s profits into the Bolivian economy and said that up to now the profits have exceeded those of the two administrators in the country, AFP Futuro and AFP Previsión.
For Barrientos, a proposal like his will prevent the Government converts the Manager into its “petty cash” and recalled that up to now “the Government carries out all kinds of economic management that allows access to fresh money.” The Executive has already proposed monetizing the international gold reserves that exist in the Central Bank of Bolivia, a rule that is frozen at this time.
