Changes to the opinion of the National Guard advance in the Senate

The United Commissions of Constitutional Points and Second Legislative Studies of the Senate approved last night by majority the modified opinion that extends the permanence of the armed forces in public security tasks until 2028.

The new formula had 19 votes in favor of Morena, PT, PVEM and one vote from the PRI; 10 against, from PAN, Movimiento Ciudadano (MC), Grupo Plural, one from the PRI and the PRD coordinator, Miguel Ángel Mancera, abstained. This Tuesday will be discussed in plenary.

The opinion modifies the transitory fifth article of the 2019 decree that reformed the Constitution to create the National Guard.

The majority rejected an alternative proposal presented by PAN, MC, PRD and PRI Claudia Ruiz Massieu, to grant resources to state and municipal police starting next year and not from 2024, among other points.

Among the changes that the commissions made to the minutes of the Chamber of Deputies, with contributions that emerged in the Political Coordination Board (Jucopo), is the provision that the Executive present to the Congress of the Union a semi-annual report providing quantifiable and verifiable indicators that allow evaluating the results obtained in the reported period in terms of public security and corroborate respect for human rights.

It also provides that, as of fiscal year 2024, the Executive establishes a fund to support the states and municipalities, allocated to the strengthening of its public security institutions, in a proportion of one peso of the Federation for each peso of the federative entities.

At noon yesterday, the president of the Jucopo, Ricardo Monreal, reported that a new ruling was under construction, with contributions from the parliamentary groups, and revealed that the PAN, MC and PRD were against it.

However, he said talks were continuing. He also indicated that he would discuss the changes with the Secretary of the Interior, Adán Augusto López, and with the armed forces.

In the afternoon, both Monreal and the Secretary of the Interior reported on their respective social networks that they discussed the new ruling.

Fracture in the PRI

Also in the afternoon, during the discussion in the commissions, the fracture in the PRI caucus became evident. While Senator Sylvana Beltrones asked to accompany the proposal presented by the Morenista Lucía Meza, on behalf of several legislative groups, her party colleague, Claudia Ruiz Massieu, affirmed that the changes made do not meet the minimum requirements.

The morenistas Imelda Castro, Félix Salgado, José Narro, Sergio Pérez, Rafael Espino and Faustino López, in separate interventions, asked for the vote in favor of the already modified opinion.

Senator Castro highlighted: Yes, there is an effort to rectify, this effort should be recognized in the new opinion that modified the minutes of the co-legislator and therefore, if approved in plenary, it will be returned to San Lázaro.

Salgado noted that the proposed opinion reflects the feelings of the majority of parliamentary expressions. It is a great advance that resources are allocated to the states and municipalities. It’s a good opinion.

Perez stated: What the opposition wants is for the ruling to state that the National Guard failed. They do not recognize what he has done and want President Andrés Manuel López Obrador’s public security strategy to be modified.
