The Chamber of Deputies approved this Wednesday (11) the provisional measure that allows the use of resources from the Fund for the Equipment and Operationalization of the Federal Police’s core activities (Funapol) in the financing of a health plan and payment of compensation for availability time to federal police officers. The text goes to the Senate.
The measure also allows Funapol’s resources to be used for the cost of transport, accommodation and food for servers in missions and operations of an official nature and compensation amounts, in addition to the payment of health expenses.
The approved proposal authorizes the use of up to 50% of Funapol’s resources, also including expenses with compensation. Initially, the MP provided for the use of up to 30% for the payment of health and travel expenses for servers.
When editing the measure, the federal government argued that the proposal does not entail the creation or increase of public expenditure, nor the granting of any salary increase for civil servants. The text only expands the possibilities of using the resources that already exist in the background. The Minister of Justice and Public Security will establish the limits and conditions, according to budget availability.
Availability
The text also regulates server availability. According to the proposal, the employee who remains at the disposal of the Federal Police, according to a previously prepared schedule, awaiting a summons to report to the service, after his regular workday of 8 hours a day or 40 hours a week, is considered to be available.
The rapporteur, deputy Aluisio Mendes (PSC-MA), proposed that the value of each hour paid in this way will be equivalent to 1/3000 of the highest remuneration of the police career, which, in the case of the position of delegate, reaches R$ 30 thousand . That would be $10 an hour. Considering a full weekend of availability, the value would total R$ 480.
However, the amounts cannot be incorporated into the employee’s remuneration or used as a basis for calculating other benefits of any kind, including for purposes of calculating retirement or pension for death.
“The compensation for server availability will be due, per day of availability, at the amounts established for working days, holidays and weekends. In the case of non-voluntary submission of the availability of the server, the hours of effective work will be compensated by regulation of the Director-General of the Federal Police”, explained the rapporteur.
