The PL covers stalled works that entered the Ministry of Education’s (Simec) control system in the period from January 1, 2009 to December 31, 2020. According to the text, within a period of two years from the publication of the future law, and for once, a renegotiation will be possible and the federated entity will have 180 days to publish the bidding notice to complete the work or engineering services.

The new term of commitment does not exempt managers from criminal, civil and administrative liability for contracting and monitoring paralyzed works or even contracted companies

According to the author of the bill, Deputy Ricardo Barros (PP-PR), approximately 2.5 thousand works for schools, day care centers and other educational equipment with FNDE agreements from 2009 onwards were paralyzed due to non-compliance with the original work plan . “The amount allocated by the agency did not match the reality of prices operated by the market and no additives were authorized, forcing managers to reduce costs, change the project and the materials used in the work”

According to the approved text, the resources for the completion of the works will come from the Federal Budget, which should direct the necessary amounts, and may even come from parliamentary amendments (individual or bench) and from the rapporteur.
