Celeste Amarilla, a national deputy for the Liberal Party (PLRA) denounced the existence of three “ghost” companies that pay governors and mayors with vans, houses, villas and ranches to win contracts with the State.

He cited the Carson Capli family as one of the owners of the companies. This family is headed by Rosa Mabel Capli de Carson, her husband Hugo Carson and her children Carlos Carson Capli and Alejandra Carson Capli. The second company is Ladero Paraguayo, whose directors are Osvaldo Pujol and José Aquino, but the real owner would be a man named Justino Da Silva.
The third signature is “Ventas Cardona” from the president of Olimpia Miguel Cardona. According to the legislator, the real owner is Antolín Llanes.
