In a period of economic difficulty due to covid-19, a tax policy without tax increases, but with greater collection as a result of actions with large taxpayers, is one of the great results that Raquel Buenrostro leaves on her way through the Tax Administration Service (SAT), despite the fact that there are still pending, such as appointments in that decentralized Treasury body, experts considered.

In an interview, Ignacio Martínez Cortés, coordinator of the Analysis Laboratory in Commerce, Economy and Business (Lacen) of the UNAM, commented that since the SAT was established no similar results had been observed.

There is no tax policy that has increased taxes, but there is an increase in collection as a result of the fact that the large taxpayers who owed now have to pay. This is one of the great results.said.

In 2020, the year of the pandemic, the SAT collected 3 trillion 338 billion pesos, which meant a real growth of 0.8 percent compared to the previous year, when in other nations the collection fell due to the covid-19 pandemic.

The expert recalled that the official with a master’s degree in economics from El Colegio de México forced large taxpayers to pay taxes they owed for 10 years, but highlighted the case of 15 companies such as América Móvil, Walmart, BBVA, Grupo Modelo and IBM, among other.

Martínez Cortés highlighted the disappearance of the secret lists that exempted large taxpayers, since the SAT is a anteroom to go to the National Palace.

He added that due to the modification to article 151 of the Income Tax Law, individuals can only make donations for up to 7 percent of their income, after it was discovered that a family benefited from the scheme.

He not only focused on the greats, but on establishing a even floor for all taxpayers and implemented the ABC of collection: Increase collection efficiency, reduce tax evasion and avoidance and combat corruption.

Buenrostro also reported the effective rates of 40 economic activities where it was estimated that there is a potential amount of tax evasion and avoidance of around 700 billion pesos, which represents 3 percent of the gross domestic product (GDP) of 2020.

Laura Grajeda Trejo, president of the Mexican Institute of Public Accountants (IMCP), recognized the progress in collection with large taxpayers, but highlighted the pending issues.

Some progress was made on sensitive issues for taxpayers by delivering some extensions on highly relevant issues, such as billing 4.0 to the CFDI letterport; in appointments there was a backlog of 6 million procedures and that, for example, is something that is still pendingI note.

According to the SAT, the large law firms monopolize the appointments in the agency to sell them or give the impression that they have flaws in their system.

Efforts have been made to advance in collection issues, projections have been maintained and more has been collected, but it continues to fall on large taxpayers, who do not exceed 12 thousand, incentives are needed for taxpayerscommented.

Martínez Cortés indicated that Buenrostro knows the guts of companiessince he was in charge of the Mayor’s Office of the Ministry of Finance at the beginning of the current administration and later in the SAT, so now he will face promoting the country’s internal market to increase economic growth, without neglecting foreign trade .
