The Office of the United Nations High Commissioner for Human Rights (Acnudh) published this Thursday the report on Venezuela that will be presented by the former president of Chile, Michelle Bacheletbefore the UN Human Rights Council next Wednesday, June 29.
In the document, Bachelet denounces that in the period between May 1, 2021 and April 30, 2022 they continued to document cases of torture and arbitrary detention.
Although it reported a decrease in extrajudicial executions, they continued to record cases of civilian murders by the security agencies of the Nicolás Maduro regime.
“The Acnudh documented six cases that involved the security forces with a modus operandi in marginalized neighborhoods, including in Caracas and El Tocuyo (Lara state) that resulted in the deprivation of life. In at least three cases, the deceased allegedly suffered torture or ill-treatment before his death, ”the report denounced.
The international organization’s document recorded the arbitrary detention of at least 13 people, including two women, during security operations in Caracas, Táchira and Apure.
Likewise, the UN High Commissioner also documented 35 cases of violation of the right to liberty, including six women. “At the time of writing this report, at least 22 people were still subjected to coercive measures beyond the limits established in the current applicable legislation,” the report highlighted.

Regarding the conditions of detention, Bachelet’s office reiterated its concern about the conditions of the Bolivarian Intelligence Service (Sebin) and the General Directorate of National Counterintelligence (Dgcim).
“The Acnudh received complaints of torture or ill-treatment related to 14 people deprived of liberty during the period covered by the report. Five other people detained since before the period covered by the report also filed similar complaints with the authorities, ”he denounced.
It also documented at least 29 cases, including four women, in which requests for health examinations and medical transfers of prisoners were not promptly attended to.
