Avoid fraudulent export of 4,100 tons of corn

The dismantled maneuver in San Pedro joins an operation carried out last week in the port of Concepción del Uruguay, Entre Ríos, which allowed the seizure of more than 1000 tons of soybeans.

An operation carried out this Saturday in the port of San Pedro prevented a fraudulent export of 4,137 tons of broken corn, equivalent to more than 160 trucks, in a joint effort between Customs and the General Tax Directorate (DGI).

According to AFIP sources, the joint work made it possible to dismantle the operation and interdict the two barges where the merchandise was, whose origin could not be justified by either the exporting firm or the producer. In the operation, with the participation of the Prefecture, merchandise that was transported in 12 trucks was also seized.

“Together with the DGI we carry out a joint effort to analyze and prevent fraudulent maneuvers in agricultural exports. The seizure of 4100 tons of corn It is the result of that coordination with the different specialized areas of our organization that is added to the new tools implemented by the AFIP, such as the electronic consignment note.“, indicated the director of Customs, Silvia Traverso.

He remarked that the “articulation is not limited to the interior of the AFIP but we work together with the Central Bank, the Ministry of Productive Development and the federal security forces.”

“The inspection and control of foreign trade are the priority of our management” he said to underline that “over the last two years we have carried out a process of revitalization of areas that had been decimated by the previous government as part of its strategy. of liberalization and commercial opening “.

“The reconstruction of these capacities is essential to achieve an intelligent control of foreign trade operations that allows us to avoid illegal maneuvers, protect the national industry, employment and promote exports,” emphasized the official.

The investigation that made it possible to avoid this fraudulent export is linked to the operation carried out to seize 8,100 tons of corn found in different warehouses in the port of Campana and which was the largest seizure in the history of the agency

“Abusive maneuvers in foreign trade not only erode tax revenues, which are the genuine source for promoting public policies, but also add tensions on the exchange market“Traverso considered.

The investigators of the DGI detected that the presumed soybean producers are registered in the activity of “exploitation of hectares in their own fields”; but the information crossing showed that they are not owners or tenants of any property

The evasive operation of the exporting company that was prevented by the DGI consists of resorting to recently registered producers, without their own fields or stock of grains, who simulate the sale of the merchandise directly to the exporter.

The investigators of the DGI detected that the presumed soybean producers are registered in the activity of “exploitation of hectares in their own fields”; But the cross-checking of information showed that they are neither owners nor tenants of any property that allows them to supply the exporter with the soybeans sold.

Likewise, the analysis of the consignment notes used to fraudulently transfer the 1,000 tons of soybeans shows that the documents had been issued shortly after their economic activity had been registered in AFIP; In other words, the taxpayers could not have produced the soybeans for the 2020-2021 campaign that they mobilized because they did not have a declared stock either.

As of November 1, 2021, the AFIP established the compulsory use of the Electronic Consignment Note, a supporting document for the transportation of automotive and rail grains, the implementation of which not only simplifies the application process, loading and issuance of the voucher, but also allows greater traceability and effectiveness in the controls, indicated the sources.
