Former Minister of the Interior Avelino Guillen revealed that the President of the Republic, peter castlehad planned to change him from said portfolio and appoint him as the new head of Justice and Human Rights instead of Aníbal Torres.
In statements to the Epicentro TV portal, he indicated that he was going to speak with the president of the Council of Ministers, Mirtha Vasquezon the subject, but the appointment was suspended after the prime minister tested positive for COVID-19.

He stated that he waited for two weeks for a response from Castillo Terrones regarding his request to remove the commanding general of the PNP, Javier Gallardobut received no response.
“My resignation is irrevocable. Under that condition I have tendered my resignation. I have waited for two weeks for the response of the president and his silence for me is a very clear and direct indication that he is assuming a position of support for the commander general of the National Police ”he expressed.
