The Association of Appraisers of Chile (Asatch) questioned the mayoress of Santiago, Irací Hassler, for the complaints that the municipality will present against three appraisers. This, in the framework of the frustrated purchase of the Sierra Bella clinic.

The municipality offered 234,124 UF ($8,252,873,341 pesos), an amount that was accepted by the real estate owner. In this regard, the CGR evidenced “a great difference between the price agreed upon by the municipality (…) in relation to the price at which the properties were previously acquired by the selling company,” they stated in a report.
Following the Comptroller’s report, Mayor Hassler announced lawsuits against three appraisers (the architects Mylena Cárcamo Valencia, Maria Jose Sepulveda and Patricio Gajardo Rocha) contracted by the municipality to fix the purchase price.

On the complaints, the president of the Asatch, Theodosius Gaius Arayasaid to Third that “we consider it disturbing and it does seem to us that it is a decision that is not on the right path, even more so if this is a job that was done privately with the municipality. I imagine that the contractual conditions did not establish sanctions for being outside, far or close to the purchase-sale value”.
Along these lines, he indicated that the final price to pay “is a decision of the municipality in fact, even if the appraisers have said the same value or have said any other value, it is the decision of the buyer and the seller to reach an agreement.”
“Appraisers define values, not prices, and therefore the price is defined by who is interested in buying and who is interested in selling,” he added.
In turn, he pointed out that the role of the appraiser is “to define is a frame of reference with which the person who is going to make the decision can effectively make that decision or approach that price, but it does not necessarily define the value at which the person he is going to buy, because if that were the case he would be a person who participates in art and part of a process that is precisely the task of the appraiser to be independent of the process”.
