David Choquehuanca was born on May 7, 1961 in the Aymara community of “Cota Cota Baja” belonging to the municipality of Huarina, located in the Omasuyos province of the department of La Paz.
After a political and trade union career, he was Minister of Foreign Affairs between 2006 and 2017 and later served as Secretary General of the Bolivarian Alliance for the Peoples of Our America (ALBA).

In 1990 he studied a postgraduate degree on History and Anthropology at CIDES-UMSA and in 2001 – 2002, a Higher Diploma on the Rights of Indigenous Peoples at Cordillera University; since then she preaches an ethnic-cultural vision of politics.
Among the titles awarded and recognitions, the Medal of the Eastern Republic of Uruguay (2006); and the Grand Cross of the Order of the Sun of Peru (2010).
