Approved bill of Care for the Deaf and Hearing Impaired

Aprobado proyecto Ley de Atención Integral a Personas Sordas y Discapacidad Auditiva

This Tuesday, in an ordinary plenary session, the National Parliament approved in its first discussion the Draft Law for Comprehensive Care for Deaf People and with another Hearing Disability.

According to the discussion held at the National Assembly (AN)this law consists of three chapters and 22 articles, and was sent to the Permanent Commission for Integral Social Development for the purpose of preparing a report for its second discussion.

“I want to congratulate the Permanent Commission for Social Development and the guests who are here today and all the organizations of the deaf and people with hearing disabilities, who have presented this legislative initiative and instruct a broad and inclusive public consultation process for this beautiful and fair bill”, said the first vice president of the AN, Pedro Infante.

Deputy René Coltat Long live, The first deaf parliamentarian in the Venezuelan Legislative Branch, presented the Project through sign language, while another specialist translated orally for the rest of the audience.

“This law, an excellent law, is very important because it recognizes sign language as the official language of the country and that is a milestone, just as indigenous languages ​​have been recognized as official, I as a deaf person and a deputy can communicate and learn this language,” he said.

“It is a very positive issue (…) it is the recognition of the deaf community in Venezuela, a community that fights and is part of the people of Venezuela,” said Coltat Vivas, who belongs to that national community.

In this sense, he indicated that the law will also allow people who do not have this condition to learn sign language, which is a culture already learned by those who cannot hear anything. The difference between being deaf and hearing impaired, he said, is that some people could hear something but do not have command of sign language, unlike the deaf who already have their own way of expressing themselves in order to communicate and interact with other individuals.

He thanked for the work of the deputies who have worked on this Law that benefits this community. “I feel very proud because for the first time in history, a deaf person stands here to speak in sign language. Long live Chavez! Long live Maduro! Hasta la victoria siempre ”, he concluded by means of the characteristic gestures of the tongue.
