The Special Bidding Commission (CEL) of the National Agency for Petroleum, Natural Gas and Biofuels (ANP) approved the registration of the first eight companies eligible for the first Permanent Production Sharing Offer (OPP) auction for the exploration and production of oil and natural gas in pre-salt or strategic areas. The inscriptions were published today (5) in the Official Gazette of the Union.
In addition to Petrobras, the list includes other giants in the oil and gas sector: BP Energy do Brasil Ltda.; Chevron Brasil Óleo e Gás Ltda.; CNODC Brasil Petróleo e Gás Ltda.; CNOOC Petroleum Brasil Ltda.; Petronas Petróleo Brasil Ltda.; Shell Brasil Petróleo Ltda; and TotalEnergies EP Brasil Ltda.
Unlike bidding rounds, in which there is a specific date to bid for a block, in permanent bid auctions, blocks are available to receive proposals, companies register, are approved and, then, manifest which areas they want to explore. , by means of a declaration of interest.
The public bid presentation session takes place up to 120 days after the approval of one or more declarations of interest for any blocks or areas on offer, and the best bid presented on the day of the public session wins the dispute, if there is more than one bid for the same block.
This auction will be the first time that there will be a permanent offer for areas contracted under a production sharing regime, which means that part of the oil extracted will be shared with the Union. This contracting regime is reserved for blocks in the Pre-Salt Polygon and strategic areas determined by the National Energy Policy Council (CNPE).
Among the 11 blocks on offer, six were scheduled to be offered in the 7th and 8th production sharing rounds, and five were offered in previous rounds and received no bids. There are two blocks in the Campos Basin and nine in the Santos Basin.
