A plenary of commissions will issue opinions on the reform of the rental law

A plenary session of commissions of the Chamber of Deputies will issue two opinions this Wednesday on the project to reform the rental law, where the Front of All is going to propose maintaining the rule voted two years ago and adding tax benefits to improve the supply of housing , while a set of opposition blocks promotes the reduction of contracts from three to two years and free agreements between owners and tenants.

The General Legislation and Budget commissions -led by Cecilia Moreau and Carlos Heller- were initially summoned for 13, to begin the debate on the project that creates a National Fund for the Cancellation of the Debt with the International Monetary Fund (IMF) with money escaped abroad and the reforms to the rental law.

The modifications to the rental law were analyzed for a month by the Legislation commissionbut since tax incentives were included in two of the three offices, a plenary session was now convened for this Wednesday to analyze these tax measures promoted by the ruling party and the opposition.

The main differences between the ruling party and the opposition blocs is that while the FdT maintains the main axes of the law voted in 2020, that is, the three-year contract and the annual update with an index between inflation and salary increase, JxC and the IF they propose to return to two years and six-monthly adjustments agreed between the parties.

Over there the ruling party will be able to obtain the majority opinion because it has the number to impose its criteria about 40 signatures: 16 in General Legislation and 24 in Budget against 39 opponents if 15 and 24 from each commission are added, but the result in the session room is uncertain for parity since if the opponents are unified they can impose their position.

The Front of All has 117 votes – since the president of the Chamber, Sergio Massa, contributes for the quorum but does not vote – with which he needs 12 more votes to impose his position in each debate and on this issue he only has the endorsement until now of the two deputies of the Concord Front.

Meanwhile, Together for Change has 116 votes but agreed on the ruling with the Federal Interblock (IF) and Together for Rio Negro, and with that they are already guaranteed at least 126 votes, although if they add only to the right they already get 130.

The discussion will reach the plenary session of commissions after -in previous days- 150 speakers belonging to consumer protection associations, real estate brokers, and tenants, who expressed opposing positions on how to reform the rental law, presented.
