The Divine Providence Parish, of Arroyo Hondo, National District, held a mass yesterday in memory of the late former director of the Dominican Institute of Hydraulic Resources (Indrhi), frank rodriguezwhere their relatives highlighted his human qualities and their contributions to the development of the country.
His daughter Patricia Rodriguez Menaread a document on behalf of the family, in which he points out that his father, who was also Minister of Agriculture, was a tireless worker, who “devoted much of his 83 years to improving the quality of life of thousands of workers of land, agrarian reform”.
He pointed out that his father was the creator of the Irrigation Boards and that he organized the farmers until they became administrators of the water use.
“My father was a strong man with a temperament, upright, very loyal, responsible and honest, who saw his home and family as a temple,” said Patricia.

Frank Rodriguez is also survived by his wife Ylse Mena; their children Roman, Francis, and Richard Rodriguezand her sisters Rafaela, Yadira and Elsa.
The mass was attended by former Vice President Margarita Cedeno; the former Minister of Higher Education, Science and Technology, Ligia Amada Meloand the former Minister of Health, Altagracia Guzman Marcelinoamong others.

the civil engineer Francis Thomas Rodriguez, invested in the UASD, with postgraduate studies in Israel, Chile and Venezuela, was a consultant for the IDB, FAO, ECLAC and UNESCO; he unfolded a successful professional life, seen from the balcony of the state administration. He twice held the General Directorate of the IAD, on four occasions he was executive director of INDRHI, executive director of INAPA and between 1996-1998 Secretary of State for Agriculture.
