The National Infrastructure Agency (ANI) imposed a fine of more than $6,388 million on the Concessionaire Autovía Bucaramanga Pamplona SASfor failing to comply with the obligations of Concession Contract No. 002 of 2016, related to the non-funding of several sub-accounts (Inspection and Supervision, MASC and Highway Police) of the Bucaramanga – Pamplona Project.

“The persistent non-observance of the obligations under his charge gave rise to the contractual breach being declared, the fine being imposed, and the compliance policy being affected, in the event that the concessionaire does not make the payment. The sanction imposed was subject to appeal.”, concluded the ANI.
The Bucaramanga – Pamplona project has an investment of $1.2 billion, covers a distance of 134.2 kilometers and includes the construction of 22 vehicular and 2 pedestrian bridges; the improvement of a vehicular bridge; the construction of 14.6 km of single road; the improvement of 100.6 km; the rehabilitation of 19 km and both the operation and maintenance of 134.2 km.
The project crosses the municipalities of Piedecuesta, Floridablanca, Bucaramanga, Tona, Santo Domingo de Silos, Mutiscua and Pamplona and seeks to guarantee a safe and more mobile connection between the municipalities of the departments of Santander and Norte de Santander with the center of the country.
Faced with the works plan and in accordance with the reports made by the Supervision Office, which has a programming and a follow-up planning for each Functional Unit, It was sustained that as of May 15, 2022, the project has an executed progress of 11.22%, compared to the 95.71% programmed.
