The fight against state corruption in the Congress It seems to depend on the political color of those investigated. Not a truce for political opponents and all the doubts for those who support them or are on the same side of the path.
This situation is evidenced in the votes of the accusations presented by the Office of the Prosecutor of the Nation against the former comptroller general of the Republic and former congressman Edgar Alarcón Tejada and the former supreme prosecutors Pedro Chavarry Vallejos and Tomas Galvez Villegas.
The complaints against Alarcón and Tomás Galvez were sent to the archive and, although the accusation against Chávarry was approved, it was rejected to disqualify him for 10 years to hold public office, with the votes against or in abstention of the majority of the congressmen of Fuerza Popular, Renovación Popular, Avanza País, plus some of Alianza para el Progreso and Podemos Peru.

On May 26, the Plenary of Congress filed the complaint against Alarcón for fraudulent embezzlement that he would have committed by authorizing various payments for services not provided to the Comptroller, with petty cash funds.
The complaint was dismissed with 35 votes in abstention and only 47 in favor, insufficient to process the accusation and that Alarcón can be prosecuted before the Judiciary. The resolution that files the case was published yesterday in the newspaper El Peruano with the signatures of the president of Congress, María del Carmen Alva, and the second vice president of Parliament, Enrique Wong Pujada.
On June 1, in the afternoon, Congress approved the accusation against him for cover-up crimes by just 53 votes, but they did not reach the minimum of these to disqualify him from holding public office.

The debate on the Chávarry case generated various interventions and public statements in his favor, attacks on the special team of prosecutors in the Lava Jato case and on the media.
Congressman Jorge Montoya told reporters: “I believe that Pedro Chávarry is innocent of what they accuse him of. There was political manipulation at the time (…) by (Martín) Vizcarra and his people. There was such a strong media campaign that they demolished it. He should not have been disbarred or charged.”
Chávarry is accused of receiving support from Fuerza Popular to arrive and remain in charge of the Office of the Prosecutor of the Nation, in order to hinder the investigation of Keiko Fujimori. For this reason, he does not fail to draw attention to the fact that 18 Fujimorist congressmen voted against the denunciation and the disqualification.

Meanwhile, on Wednesday night, Congress decided to file the accusation against former Supreme Prosecutor Tomás Gálvez Villegas for crimes of criminal organization, illegal sponsorship, bribery and influence peddling.
Only 47 members of Congress voted to approve his prosecutions, while 21 voted against and 18 abstained.
“This is armor. It is a term that was used at the inauguration of the judicial year 2019. That is, the protection of certain people who, again, we are observing; that is to say, a shield”, declared the prosecutor José Domingo Pérez.

Hinostroza spoke from Spain
Former Supreme Judge César Hinostroza spoke before the plenary session of Congress by video from Spain, for which he took the opportunity to present himself as politically persecuted. He indicated that he was a victim of anti-Fujimorism, of anti-Aprismo and accused former President Martín Vizcarra of wanting to behead the Public Ministry and weaken the Judiciary.
Chávarry spoke in the same sense. “They wanted a puppet in the office of the National Prosecutor’s Office and since I did not lend myself to Martín Vizcarra’s political game, they published infamous things against me every day.”
