Tourism: the extension of Reactiva Peru should have been focused, according to Enrique Castellanos

The Executive recently published the emergency decree (DU) 011-2022 that establishes the rescheduling of program credits . The rule establishes that in the case of credits between S/90,001 and up to S/10 million, a drop in the level of sales greater than or equal to 30% must be demonstrated in 2021 compared to 2019.

Similarly, the decree provides a new grace period for beneficiaries of rescheduling of up to 24 months. In the case of the industry “a grace period of up to 12 additional months can be established, that is, up to 36 months.”

According to figures from Cofide, as of March 31 of this year, the rescheduled amount is approximately S/16,200 million.

The professor of Economics at the Universidad del Pacífico (UP) Enrique Castellanos explained that this decision (rescheduling) “is very generalized”, since he pointed out that it can lead to businessmen who “abuse” the facilities.

“It was already extended last year, now it is being done once again, but it should have been done for certain sectors and for certain companies (that is, a focused rescheduling)”, commented. He recalled that, a few days ago, the Minister of Economy and Finance, Óscar Graham, indicated that the initiative would not be generalized.

“What can be generated is an attitude of non-payment. Perhaps they could do it only for Tourism or micro-enterprises, ”she assured.

For his part, the president of the National Chamber of Tourism (Canatur), Carlos Canales, welcomed the measure and explained that without it, more than 25,000 companies in the sector could have been closed and 250,000 jobs lost.

“Last year only 10% of the . This is a short-term measure, because later you have to look for other forms of support”, he stressed.

Among the work that must be done, he explained, is to encourage the promotion of domestic tourism, and promotional campaigns to attract tourists from abroad.

On the other hand, the president of United Mypes of Peru, Daniel Hermoza, assured that the Executive took a long time to make the decision because the government “does not support those of us who contribute to the country.”

“This rescheduling is good for those who were unable to restart their activities. The same must be taken into account that the program is not for reactivation but not to break the chain of payments, “he said.

To this decision, he added that a State policy should be generated for the benefit of micro and small companies and leave aside measures that do not contribute, such as the increase in the Minimum Vital Remuneration (RMV).

-The deadline to benefit from rescheduling is December 31.

-The norm establishes that in 15 days, counted from its publication (May 13), the regulation will be adapted to the provisions of the emergency decree.
