A plenary session of commissions of the Chamber of Deputies will begin to debate this Tuesday the project of Argentine Buy Law sent by the Executive Power last December and that seeks to improve the margins of preference for local companies in public tenders.

The project, sent last December by the Executive Power, will begin to be debated on Tuesday from 1:00 p.m. in a plenary session of the Industry commissions, which is chaired by Marcelo Casaretto (Frente de Todos – Entre Ríos) and Budget and Treasury, in charge of Charles Heller.

Through its implementation, the Government estimates that it could save $500 million to stop contracting foreign suppliers.

On the other hand, the project raises the preferences of national micro, small and medium-sized enterprises (MSMEs) from 15% to 20%, while the others go from 8% to 15%.

The initiative contemplates the possibility of choosing as a supplier a national company that exceeds the prices offered by multinationals.

Foreign companies may benefit from up to 12% preference if they are made up of national capital, while there will also be a 3% benefit for companies with a majority composition of women, whether in social capital, hierarchical positions and general staff.

It is estimated that 65% of State providers are national private companies and 97% are MSMEs.

The initiative extends the scope of the current law to the PAMI to supply the pharmaceutical and medical equipment industry with national capital.

Through the project, the public procurement program is developed so that the State finances research on the development of products that they need.

Likewise, the law establishes the National Program for the Development of Suppliers to develop strategic sectors, as well as the Public Trust Fund for Buy Argentina, to finance access to public purchases in better conditions.
