The payment of the minimum amount of BRL 400 by December 2022, promised by President Jair Bolsonaro, depends on the approval of the proposed amendment to the Constitution (PEC), which allows for the payment of precatório in installments for up to ten years and changes the calculation of the spending ceiling . If approved, the proposal opens a space of BRL 91.5 billion in the ceiling for 2022, of which approximately R$50 billion will be used to fund raising the benefit to R$400.

The conditions of the program were regulated by a decree edited last Monday (8). You benefit amounts and the lines of poverty and extreme poverty were defined by another decree, published last Friday (5).

When does Brazil Help start to be paid?

Payment of the new benefit starts on November 17th. The program will follow the Bolsa Família calendar, which pays on the last ten business days of each month, based on the final digit of the Social Registration Number (NIS), starting with beneficiaries ending 1 and ending with beneficiaries ending 0.

Will the program be definitive?

The realization of the Brazilian Aid on a definitive basis depends on the approval, by the National Congress, of the Provisional Measure (MP) 1.061/2021, which instituted the social program. With the force of law, the MP must be approved by the House and Senate within 120 days.

What happened to Bolsa Família and emergency aid?

MP 1.061/2021 determined that, 90 days after its publication, Bolsa Família would be extinguished to make way for Auxílio Brasil. If the provisional measure is not approved in time, it will be up to Congress to issue a resolution defining the effects of the extinction of the MP, with chances of reinstituting Bolsa Família.

As for emergency aid, the program ended in October and has not been extended. Only the approximately 10 million Bolsa Família beneficiaries who received the aid were migrated to Auxílio Brasil. About 23 million informal workers and 5.3 million people enrolled in the Federal Government’s Single Registry of Social Programs (CadÚnico) stopped receiving any benefit this month.

Who can receive the Brazil Aid?

Families in extreme poverty, with a monthly income of up to R$100 per person, and in poverty, with an income between R$100.01 and R$200 per person. For beneficiaries in the second category, only families with pregnant women or children under the age of 21 will receive Brazilian Aid.

All families that received Bolsa Família were automatically migrated to Auxílio Brasil, with the inclusion of 2.5 million beneficiaries who were in the Bolsa Família queue, totaling 17 million families, according to the Ministry of Citizenship.

What are the types of benefits?

Auxílio Brasil is divided into two nuclei: a basic one, with three benefits, and a supplementary one, with six.

At the core, the benefits are as follows:

Early Childhood Benefit: for families with children up to 3 years old. The benefit will be R$130 per child in this age group, limited to five benefits per family.

Family Membership Benefit: for families with pregnant women, or people aged 3 to 17, or aged 18 to 21 enrolled in basic education. The benefit amount will be R$65 per person, also limited to five benefits per family.

Benefit for Overcoming Extreme Poverty: will be paid if, even after adding up the other benefits of the basic core, the monthly income per capita of the family to remain below the extreme poverty line (BRL 100).

Some families who meet certain conditions may receive six benefits in addition to the basic benefit:

School Sports Allowance: intended for students aged 12 to 17 years old who stand out in the Brazilian School Games and are members of families who receive the Brazil Allowance. The aid will have 12 monthly installments of R$100 for the student. The family will receive a single installment of R$1,000.
Junior Scientific Initiation Scholarship: paid to students with good performance in academic and scientific competitions from beneficiary families of Auxílio Brasil. The values ​​are the same as the Sports Aid.

Child Citizen Allowance: paid to the person responsible for a family with a child up to four years old who is not able to obtain a source of income, but who cannot find a place in public or private day care centers in the partner network. The amount will be paid until the child is 48 months old.

According to the decree that regulates Auxílio Brasil, families enrolled in part-time will receive R$200, and families with children in full-time will receive R$300.

Rural Productive Inclusion Aid: will be granted to beneficiary families of the Brazil Aid Program who have family farmers in their composition. According to the decree, the benefit will be paid in monthly installments of R$ 200. It is not allowed to pay more than one aid per person and per family.

Urban Productive Inclusion Aid: Beneficiaries of Brazil Aid who can prove a formal employment relationship will receive R$ 200 per month. Receipt is limited to one support per family or per person.

Transition Compensatory Benefit: destined to families that received Bolsa Família and had lost in the migration to Auxílio Brasil. This benefit will be granted during the implementation of the new program and will be maintained until the amount received by the family exceeds that of Bolsa Família or until the family no longer meets the eligibility criteria.

How to register?

Auxílio Brasil will use the records of Bolsa Família and the Cadastro Único. In the case of Bolsa Família, all beneficiaries in October 2021 were automatically included in Auxílio Brasil, with no need to re-register.

Those who are not yet on CadÚnico need to register at the nearest Social Assistance Reference Center (CRAS), proving their situation of poverty or extreme poverty. It is still unclear whether those who are already registered in CadÚnico and do not meet the Bolsa Família criteria will queue for Brazil Aid or whether they will automatically receive the benefit.

What obligations does the Brazil Aid beneficiary need to fulfill?

Staying in the program will depend on a minimum monthly school attendance of 60% for children aged 4 and 5 years old, and 75% for families with students aged 6 to 21 years old. Families must also comply with the national vaccination calendar, monitor the nutritional status of children up to 7 years old, and prenatal care for pregnant women.

Does increasing income lead to loss of benefit?

Beneficiaries who get a job and have an increase in monthly family income per person in an amount that exceeds up to two and a half times the poverty line (BRL 200 per person), reaching BRL 500 per person, may remain in the program for another 24 months before being deleted.

If the beneficiary loses his job and additional income, the family will return to Auxílio Brasil with priority, without facing a queue, just meeting the requirements to be part of the program.

The decree published on the last 5th defined that the payment of each aid, financial benefit or scholarship granted by the government will not be considered in the calculation of monthly family income for purposes of classification.
