The Board of Speakers, at a meeting last Sunday, agreed invite four ministers of state to the full Congress, which will take place this Monday 4 from 3.00 pm, so that they explain the measures adopted by the Executive to appease the conflict with carriers that increased during the morning at the national level.
The ministers summoned by Parliament are Oscar Zeaof Agrarian Development and Irrigation (Midagri); Carlos PalaciosEnergy and Mines (Minem); Nicholas Bustamante, Transport and Communications (MTC); and oscar grahamEconomy and Finance (MEF).
According to the head of the Board of Directors, Maria del Carmen Alvathe summons to the four holders of different portfolios was given so that they “tell citizens about the work they have done to solve this social conflict and present their solutions once and for all”.

On the other hand, the Popular Force bench has expressed its desire to question one of the incumbents who will go to Parliament. This is the case of Óscar Zea. “I think that, at least from our caucus and from various opposition groups, we have been very attentive to the inaction, to the regular to bad work of the Minister of Agriculture. (…) I hope that the interpellation proceeds, ”said the spokesman Hernando Guerra García for the RPP station on Saturday the 2nd.
Bills to solve conflict with carriers
Alva Prieto stressed that the issues that contribute to the resolution of the protests will be prioritized in the plenary session. “Three bills of economic and tax scope that modify the IGV Law (general sales tax) and allow to exonerate or vary the rate of the selective consumption tax (ISC)”said.
The proposals are the following:
- Bill No. 536promoted by Avanza País: to modify article 61 of the General Sales Tax Law (IGV) and Selective Consumption Tax (ISC).

- Bill No. 1590promoted by Fuerza Popular: to temporarily suspend the ISC on fuels and thus reduce the impact on the economy due to rising prices.
- Bill No. 1541promoted by Somos Perú: to protect the stability of the basic family basket, by exempting the ISC on fuels in the event of an international war conflict.
The three initiatives were on the verge of entering the Economy Commission because it is in the evaluation stage. However, due to the constant demonstrations that have been going on for more than a week, the Board of Spokespersons decided to exonerate said procedure and ordered its immediate inclusion on Parliament’s agenda.
