On Friday, the National Directorate of Public Procurement (DNCP) reported on its website that Rosa Mabel Capli’s company Distribuidora Paraguay won a tender with the Governor’s Office of Presidente Hayes.
The DNCP published that the company was awarded for a total value of G. 25 billion. He managed to win the tender called “Acquisition of goods for school feeding”. The caller ID 403.826. For this tender, offers began to be received from Friday 18
March 2022.
The call was made under the category called; “Food Products”, by the type of National Public Tender procedure.
The aforementioned institution awarded four items; 2,010,072 units of liquid whole milk with a unit price of G. 6,999. Some 4,064,080 units of sweet cookies with a unit price of G. 999. Some 4,009,160 units of chipa with a unit price of G. 1,299, and 1,977,120 units of salty cookies with a unit price of G. 999.

BACKGROUND
The Municipality of Asunción awarded milk for G. 2,473 million on March 2, 2021. The signature that remained with the call was that of Rosa Mabel Capli. The striking thing was that the company presented the most expensive offer among three bidders. However, it was also awarded by the administration of Óscar “Nenecho” Rodríguez, mayor of Asunción. It is the liquid whole milk UAT, one liter. Capli’s offer was almost G. 500 million more expensive than the second highest offer. However, it was awarded the same way. This call has the ID 375.084.
In November 2020, the Coordinator of United Citizens of Itapúa denounced the Government of Itapúa, administered by Juan Schmalko (ANR) for irregularities in a tender. This accusation is based on a report from the Comptroller General of the Republic (CGR) that found cost overruns in the purchase of milk and cookies for the school snack program.
The call has the ID 369,088 for G. 44 billion and remained as the El Colono Consortium as the awarded company. It is made up of Distribuidora Paraguay of Rosa Mabel Capli and Roma Emprendimientos of María Alejandra Mabel Carlson Capli (daughter of the former).
In 2013, the National Institute of Technology, Standardization and Metrology (INTN) detected that cookies provided by Capli’s firm contained sand and live and dead insects.
The problem was due to the fact that the wrappers were not well sealed, so the product was not well preserved. The amount of that call was G. 4,500 million with the Government of Itapúa.
