The president of the Senate, Olga Sánchez Cordero, gave entry yesterday to the minutes of the Chamber of Deputies by which employers are empowered to deduct payroll credits directly from workers’ salaries.
During the session, the minutes were turned over to committees, although it was only a formality because the political forces agree that freeze and the subject will not be discussed again in the Senate, which was the chamber of origin of that norm, from which they now want to disassociate themselves.
In fact, the reform to the General Law of Credit Securities and Operations, the General Law of Auxiliary Credit Organizations and Activities and the Law for the Protection and Defense of Financial Services Users, was approved in February 2021 in the Senate, with the controversial power for employers to pay directly to banks, out of workers’ salaries, loans granted via payroll.
The coordinator of Morena, Ricardo Monreal, rejected that the initiative had passed at night in the Senate, where it was accepted that the banks could be charged Chinese style
. He maintained that in the Chamber of Deputies they formulated more than 90 changes to the minutes and yes the original project was altered
.
Fortunately, he added, it is not approved. It’s good that the review chamber exists and it’s good that we have this bicameral system, because that way any excess and error can be corrected, whether in deputies or senators.
. He reiterated that in this period there will be no ruling.
Likewise, the coordinator of Movimiento Ciudadano, Clemente Castañeda, commented that he agrees with Monreal that it is a minute that must be thoroughly reviewed, eventually freeze and with extensive discussion correct
. He added that there is a consensus among all the parliamentary groups that this should be the case.
He also rejected that they have approved in the Senate a reform harmful to workers, without realizing it. What I can say is that all the modifications made by the Chamber of Deputies, several by the way, ended up sending a bill totally different from the one approved in the Senate.
