Last Thursday, Layera published a letter through which he questions the LUC in its articles referring to security and the Police, and asks for a “Yes” vote.
Layera bases his decision to speak out about the LUC on his inside knowledge of the Police and citizen security.
It states that “by way of the majority obtained, immediately, even facing a greater danger in the order of public health, a global pandemic, this program was processed, which at its center has the police institution as the main ‘tool’ to eliminate the problem, including it in a Law of Urgent Consideration, when the priority in the facts focused the attention of all in the health system and did not prioritize the debate and due study of the measures to be implemented”.
He said that there are three concepts that make up the spirit of the Law, and they are: “life, liberty and authority.” However, he considered that instead of protecting, they confuse with: “life – property, liberty – detention, authority – human rights”.
