In the hours leading up to the speech peter castle in Congress, there were rumors that the president would announce a bill for the early elections. Although in the end this was not reported, the Prime Minister Aníbal Torres confirmed that the proposal was discarded at the last minute.
However, not everyone in the cabinet would have been informed of this possibility. The Vice President Dina Boluarte stated that she “was not aware” and that it would be a coordinated initiative between the president and the prime minister.

“The message that the president gave yesterday was the one that was approved in the Council of Ministers. In any case, I was not aware of that final point (advance elections), because they have not informed us of that. Surely it has been something that the premier has discussed with the president, ”he told the press.
Despite this, he indicated that he will not rule out the viability of this project as long as it is within the legal framework and reiterated that the speech given by the president last Tuesday, March 15, in Parliament was approved by the cabinet as a whole.
It should be noted that, according to article 118 of the Political Constitution of Peru, the head of state has the power to go to Congress to send messages at “any time”, but it also specifies that these must be approved by the Council of Ministers.
