The Agency for Environmental Assessment and Enforcement (OEFA) decided to partially suspend the ban on operations at the La Pampilla Refinery, run by Repsol, after the oil spill that occurred in January and affected the sea coast.
OEFA explained that the temporary stoppage of loading and unloading activities at Multibuoy Terminal No. 1 was lifted after Repsol complied with presenting the Management Plan for Hydrocarbon Spills at Sea and the Technical Report issued by a specialized entity. evidencing the integrity of the operating facilities.
However, loading and unloading activities at the Multibuoys 2 and 3 terminals, and Monobuoy T-4 will continue to be paralyzed until the Spanish company complies with presenting the aforementioned documents.
OEFA’s announcement comes shortly after hydrocarbon and aeronautical sector unions warned of damage to the Peruvian economy due to fuel shortages after inactivity in La Pampilla.
The temporary stoppage of the refinery’s activities was decided at the end of January after it was verified that Repsol had not been able to stop the displacement of the oil spilled on January 15 and 24, 2022.
OEFA has forwarded its observations to Osinergmin so that, within the scope of its powers, it may carry out the corresponding actions within the framework of the review of the technical report presented by Repsol.
The environmental regulatory entity will continue with the supervision work and may issue additional administrative measures to guarantee compliance with the company’s obligations.
