Nicaragua threatens the Dominican Republic due to an impasse in the SICA

Nicaragua threatened Costa Rica, GuatemalaPanama and Dominican Republic with taking “some measures” against him for opposing the election of the former chancellor Nicaraguan Denis Moncada as the new secretary general of the Central American Integration System (SICA), according to an official note released this Friday.

“We have received your disrespectful and imposing Joint Note of today, November 28, 2024, which highlights your continuous, illegal and inappropriate blockade of Nicaraguaaccording to all the Treaties and Regulations that govern the Central American Integration System,” said the Nicaraguan Foreign Minister, Valdrack Jaentschkein a note addressed to his colleagues at Costa Rica, GuatemalaPanama and Dominican Republicand all Governments of the SICA.

“In the face of this unusual insubordination of Governments and Chanceries that do not respond to the Law that governs us according to the Jurisprudence of our System, Nicaragua “is considering some measures that we will communicate in due course, regarding the contempt in which the countries subscribing to the Note have shamefully fallen, which also deny, absolutely and insanely, the power of our country to designate our own candidates,” he continued.

According to Jaentschke, the former chancellor and retired general Denis Moncada “has had and has the recognition of Governmentspeoples and countries of the World, recognition and respect that cannot be ignored and/or denied by those who subscribe to this absurd communication”.

They invite reconsider

“We call reconsider about what we consider contravenes all the Presidential Agreements that have governed and govern the SICAincluding the national sovereignty of our countries,” urged the Foreign Minister Nicaragua.

Referring to the note of Costa Rica, GuatemalaPanama and Dominican RepublicJaentschke indicated that it “exhibits a denialist, exclusive and discriminatory position, which is unacceptable from all points of view and which we are forced to denounce.”

Three weeks ago, the Government that presides Daniel Ortega proposed a new triple of candidates as new secretary general of the SICAheaded by former chancellor Moncada, and also made up of the Sandinista representative Arling Patricia Alonso Gómez, and the Minister of the Family, Johana Flores, after two previous shortlists presented did not reach consensus.

The previous one triple It was made up of Deputy Alonso; the Minister of the Interior, María Amelia Coronel Kinloch, and the presidential advisor for health issues and former Minister of Health, Sonia Castro, all sanctioned by USA and in the case of Castro also by Canada, the European Union, the United Kingdom and Switzerland, for violation of the human rights.

The first triplepresented on November 16, 2023, was headed by Jaentschke himself and included Violeta Irías Nelsonof the Attorney’s Office for the Defense of Human Rights, and the official representative Irís Marina Montenegro Blandón.

A year without Secretary General of the SICA

Nicaraguawhich holds the presidency temporary of that body, had called for an extraordinary meeting of the Council of Ministers of Foreign Affairs of the SICA for last November 15 “in order to advance this process”, present the new triple and interview the candidates proposed by Managua, which was not carried out due to lack of consensus.

The General Secretariat of SICA has been vacant since mid-November 2023 when the Nicaraguan lawyer Werner Vargas would resign to the position for the period 2022-2026, for which he was appointed as a proposal for Nicaragua.

Nicaragua has also denounced and rejected the “usurpation“of the General Secretariat of the SICA by a “Executive Directorate” of that organization, which according to Managua has asked the governments of the region “to analyze a proposed work agenda and a draft budget for a General Secretariat that does not exist because it is headless.”

He SICAcreated in Tegucigalpa In 1991, it was made up of Belize, Costa RicaEl Salvador, GuatemalaHonduras, NicaraguaPanama and Dominican Republic as full members, while Mexico, USA and other countries have the status of regional observers.
