Several of the purchases that the Florida Mayor made from Rodríguez Castellini and Rodríguez Coito were observed by the Court of Accounts (TCA) for exceeding the amounts allowed to hire through direct purchase. But, in turn, the service that is purchased from the company is carried out practically every month and no bidding was called.
The company’s relationship with the official and the observations of the TCA were one of the reasons that led to the fact that this Friday the Florida Departmental Board will reject the approval of the rendering of accounts of the Administration, something that had never happened.
Direct purchases every month
According to the records on the website of the State Purchases Regulatory Agency (ARCE)the first purchases were made in 2020. In October of that year, the purchase of rental of a backhoe to collect non-domestic waste which was held in July 2020 by $199,348.
The direct purchases from the same company and for the same concept they continued to be made every month until October 2020, even in some months more than one purchase was made. In general, the Municipality paid between $150,000 and $200,000 each time he leased the backhoe.

In 2021the Intendance leased the service through direct purchases every month of the year and sometimes more than once in the same month. The lease cost between $200,000 and $300,000 each purchase. According to the TCA, in total direct purchases from the Castellini family company total about US$70,000.

Asked why instead of directly buy the hours of the machine, the commune did not call for a tenderVarela explained that the service is used “when it is detected by the Hygiene division of the mayorbecause there are neighbors who are throwing rubbish, like washing machines or refrigerators in two specific places that are identified” and added that “sometimes it is done through direct purchase, but for different things. One can be for Hygiene and another for Social Development,” she said.

Accountability left political division
