Since the beginning of the current administration, the National Council for the Development and Inclusion of Persons with Disabilities (Conadis) has been adrift and aimless
, so unlike his early years he has not done absolutely nothing
of the coordination and analysis work that it should carry out.
This was indicated by a person who works in said institution, who assured that among its personnel there is a spirit of uncertainty and discontent
for the possible incorporation of Conadis to the Ministry of Welfare (SB).
In an interview with La Jornada –in which he requested anonymity for fear of reprisals–, the person consulted pointed out that during the current government the institution has stopped carrying out the work it had carried out since its official inception in 2011, which consisted of the development of a national program on the matter, in addition to the signing of collaboration agreements with the states and coordination with federal agencies.
An example of the level of inactivity of Conadis, he added, is that since the end of the previous six-year term, when it was directed by Mercedes Juan López, the agency remains without a definitive owner and has not promulgated its national program, despite the fact that since 2019 a group of specialists prepared a document that is only waiting to be approved.
The program is the most important part of Conadis and by not having it, the organization is practically adrift, without objectives. You have nothing to monitor, review, or coordinate with
, lament.
According to the official consulted, in 2020 temporary workers no longer had their contracts renewed, so the agency was left with only a staff of 15 or 16 employees, who are mainly concentrated in administrative work.
With regard to the possible incorporation
from Conadis to the SB, this possibility has generated a mood of discontent and uncertainty, but we cannot express it
, as workers are asked not to move from their workplace or talk to each other, which has even raised the fear of being fired without severance pay, he said.
After lamenting that the issue of disability is not given importance, the interviewee expressed surprise that the civil organizations represented in the Conadis Consultative Assembly have not met since 2019 nor have they expressed their disagreement with the current situation of the organization.
