Real estate businesswoman registered as her own property that belonged to the State, paying bribes to the ex-adviser of the Ministry of Housing, Salatiel Marrufo. The National Superintendence of Public Registries (Sunarp) annulled the registration of a 90-hectare plot of land in Chilcawhich fraudulently registered as hers the real estate businesswoman Sada Goray Chongdespite the fact that it was a state property.
The head of Zonal Registry IX of Sunarp, José Pérez Soto, was in charge of restoring the property to the National Superintendency of State Assets (SBN).
In retaliation, Sada Goray has filed a request for the sanction and dismissal of the official José Pérez, for allegedly having violated the regulations by canceling the registration of the land in his name.

Sada Goray Chong is the businesswoman who recognized before the Special Team of Prosecutors against Power Corruption, having paid a bribe to the former head of the Cabinet of Advisors of the Ministry of Housing and Construction, Salatiel Marrufo Alcántara. As part of the illegal agreement, Marrufo, in complicity with the former minister of the sector, his friend Geiner Alvarado López, and other officials of the SBN, they managed to get the Chilca land registered in the name of Sada Goray and his partners.

In 2019, Goray acquired it for US$18 million, and in 2021, sold it for US$47.6 million to Grupo Centenario. However, this company paid him only US$15 million and conditioned completing the rest if he managed to clean up the property that was not in his name. Goray alleged an alleged overlapping of land, for which he repeatedly called on the SBN to recognize the 90 hectares in Chilca as his. The SBN rejected the requests.
It is then that businesswoman Goray resorted to “Shadow Cabinet” of former President Pedro Castillo, a group of countrymen and friends of his who took advantage of his proximity to carry out illegal businesses. Marrufo ended up availing himself of effective collaboration and confirming that Sada Goray paid bribes of 5.5 million soles in cash and a property in San Isidro valued at 3.8 million soles, to illegally obtain the State land that he had sold to the Centenario Group. He also did not measure that the Pedro Castillo regime would end on December 7, 2022, and that with the entry of the new president Dina Boluarte, the main officials of the Ministry of Housing and the SBN would be removed.
By order of the Minister of Housing, Hania Pérez de Cuéllar, the new SBN authorities reviewed the previous management and detected that plans and other false documents were presented to Sunarp to register the Chilca property in the name of Sada Goray chong.
The SBN then asked Sunarp to reverse the fraudulent seat obtained by Sada Goray, which the official José Pérez Soto actually did when he signed the resolution on December 23rd. In an attempt to try to invalidate the rectification of the Chilca property, the businesswoman Goray asked Sunarp for a sanctioning disciplinary procedure against José Pérez Soto, for alleged “violation of due administrative procedure.” The most certain thing is that Sunarp will reject Goray’s request that she claims as hers a piece of land that was never hers.

“She (Goray) denounces two substantive issues: that she was not notified and that there is no legal basis to cancel (the registration of the property in her name),” explained José Pérez Soto.
“He was not notified because the rectification was made by the SBN and the item belongs to SBN. She was not part of the process,” she said.
“Regarding the cancellation of the seat of the property, it was because SBN reported that said process was carried out with false plans”he added.
