Teacher training should be prioritized in the Development Plan

An issue of great importance for the country has been the National Development Plan (PND) of the government of Petro.

Starting from this premise, and from the delivery of the first version of the bases of the PND, the Foundation entrepreneurs for education carried out an analysis of the 13 proposals providing data and implications for the sector.

(See: Mineducation increases the investment recognized by each student by 20%).

In accordance with the foundation document65% or eight of the proposals are focused on preschool, basic and secondary education (epbm).

Additionally, 31%, that is, four of these are based on university and higher, while 8% (1) are focused on the initial level.

between the axes of In the proposals, permanence is found occupying 23% of the plan (sectorized).

The strengthening of teachers has a weight of 15%, as well as access, transversal training and quality, of which each one has 15%, respectively. In administrative matters, innovation and technology, they each contribute 8% of the PND proposals for education.

Against the School Meal Plan (PAE)the foundation points out that 5.8 million of the 7.8 million students enrolled in Epbm, they received school meals. For this reason, they believe that in order to “achieve universality” of coverage it is important to increase access to 2 million students enrolled at this educational level who did not receive food through the program in 2021.

The departments that register less coverage are GuaviareAmazonas, Sucre, Casanareamong others.

For her part, Alejandra Muñoz, leader of data analysis of the Entrepreneurs for Education Foundation, indicated that the PAE currently has some regional gaps.

Among the proposals, Muñoz stated that on the part of the Governmentthe possibility of implementing the program should be considered in certain regions of the country that today have less coverage.

“This implies that the budget of the School Food System is expanded, requiring a greater transfer to territorial activities, in addition to guaranteeing food quality.”

In terms of coverage in the education average, the organization states that although it has increased, the gross coverage rate it remains 10 points below 100% and the net rate does not exceed 50%.

(See: This would cost him to have a career, house, visa and car at 23 years old).

The foundation maintains that to increase this category it is necessary to guarantee the transition from secondary school to this level, considering that the desertion in secondary school in 2021 it was 4% compared to 2020.

About the articulation of the media with Education for Work and Human Development (Etdh)between 2019 and 2020 enrollment in this area decreased 36%.

“Although there was an increase in 2021, the level prior to the fall was not recovered”ensures the report.

Also, state that educational institutions and Etdh programs with quality certification, is low, that is, 7.16% of 4,176 institutions have said certification.

For the development of the teaching professionEntrepreneurs for Education believes that it is necessary to include the strengthening of initial training for teachers, taking into account that “in 2021 the results Know Pro of undergraduate students were lower than those of the other programs”.

On access issues, In addition to the infrastructure where the report highlights that 69% of the official educational centers do not have access to the Internet, 23% do not have ICT assets and 15% do not have electricity, it is ensured that a territorial approach is necessary to increase access to higher education.

(See: After doubling registration prices, the rise in 2023 would be stronger).

According to the Foundation document, between 2019 and 2021, the difference in the global score increased Knowledge 11th of the unofficial sector and the official from 26 to 35 points. Additionally, parents perceived learning affectations after the health situation, ensuring that 60% of the students presented forgetfulness in the subjects seen, 54% had difficulties in reading comprehension and 54% showed delay in learning.

For her part, Alejandra Muñoz indicated that it is essential for the Government consider in the bases of the plan: “measure where and which students were the most affected so that the targeting of the programs is adequate.
