Civil Service launched digital platform to optimize management of public officials

This Wednesday the 23rd, the State Human Management platform was presented, in charge of the National Civil Service Office (ONSC), whose objective is to optimize the work of public officials through new tools: Digital Curriculum Vitae and Uruguay Concursa 2.0. The head of the organization, Conrado Ramos, announced that applicants and workers will be able to update their information on the ONSC website.

The event, held in the auditorium of the Torre Ejecutiva annex building, was also attended by the Minister of Labor and Social Security, Pablo Mieres; the executive director of the Agency for Electronic Government and the Information and Knowledge Society (Agesic), Hebert Paguas, and the ambassador of the Republic of Korea in Uruguay, Lee Eun-chul, among other authorities.

The new platform is an initiative of the Presidency of the Republic to optimize the management of public officials and is part of the strategic objectives of the Civil Service for the period 2020-2025.

On the occasion, the tools were launched: CV Digital and Uruguay Concursa 2.0, to improve the recruitment and selection of people in the Public Administration. The application of these new systems will reduce waiting times and identify suitable people for different positions.

In dialogue with Presidential Communication, Ramos explained that the purpose is to integrate existing information systems on human management to avoid biased data and duplication of procedures. He added that the new modality is aimed at citizens, public officials and central state agencies in charge of designing policies. If the information is dispersed, of poor quality or duplicated, good public policies cannot be designed, he pointed out.

In addition, he informed that as of December, through the Digital CV tool, each applicant and worker will be able to keep their training, work experience and career updated from the ONSC website. In addition, the information will be used in each selection process in which the person participates. Referring to Uruguay Concursa 2.0, he indicated that new functionalities have been added to ensure greater agility and precision in recruiting and selecting applicants. “We want to shorten the deadlines to make life easier for the official who must carry out the procedures, and for the citizen, so that they do not wait indefinitely for their entry into the Public Administration after the contest,” he said.

Likewise, Ramos announced that the tools presented will be complemented in 2023 with the digital file. In this sense, he reported that currently the documentation with the personal trajectory is in folders “that often break or get wet.” This is a paradigm shift that places technological innovations at the service of human capital management, he concluded.
