The Command of the National Police granted 22 vacancies for promotion to the rank of general of the PNP: 20 for weapons officers and 2 for service officers (a doctor and a lawyer).
Unlike last year’s promotion process, in which complaints of payment of bribes were registered -investigation that is still ongoing-, on this occasion the rules regarding the evaluation of each applicant have been changed to avoid questioning.
In 2021, under the direction of the then PNP Commander General, Lieutenant General Javier Gallardo Mendozathe personal interview, whose rating was 30 points, rose to 50 points.
In this way, the Selecting Board, chaired by General Gallardo himself, could arbitrarily award said score to applicants with less preparation compared to others with better parchments.
This year, the Human Resources Directorate under the command of PNP General Víctor Montoya Mori has considered that the personal interview returns to 30 points.
In addition, it determined that the file containing all the professional information of a career officer, as well as his institutional and extra-institutional studies, In addition to his decorations and congratulations, he will have a grade of 50 points, and not 30 points, as General Gallardo modified.
Meanwhile, new rules have been established for the so-called “Applausemeter”, which is the personal vote of each general for the applicants. Each general will cast a single vote and will be worth 20 points.
In addition, the generals will only be able to choose between 20 candidates, according to the number of vacancies granted by the pnp. That is, they will decide between 22 and not by all the colonels aspiring to the rank of general, as in previous years.
On September 14, the promotion process to the general grade began, where the guidelines and the evaluation table were established. The directives were approved by the General Commander of the National Police, Lieutenant General Raúl Alfaro Alvarado; the chief of the PNP General Staff, Lieutenant General Vicente Álvarez Moreno; the executive secretary, General PNP Carlos Chong Campana; and the head of the Human Resources Directorate of the PNP, Víctor Montoya Mori.
Initially, more than 300 colonels were considered suitable in the Promotion 2023 promotion process. But after being evaluated by the Aptitude Board and the Examining Board, There were only 190 candidates left who will compete for 22 vacancies for the rank of general.
On Sunday, October 22, the National Police Generals Corporation met early in the morning at the facilities of the PNP Postgraduate School, located on Guardia Civil Avenue, in Chorrillos. In said meeting, the Police Command delivered a booklet with the list of the 190 names and photographs of the applicants. The booklets will be signed, sealed and delivered to the Selection Board.
This event was supervised and controlled by the Inspector General of the PNP, Lieutenant General Juan Mejía Montenegro, who summoned a supreme prosecutor from the Police Military Jurisdiction, in order to avoid any irregularities in the process.
Then the applicant colonels went to the stage of the personal interview before the Selection Board, chaired by Commander General Raúl Alfaro Alvarado. The evaluations are carried out in the work room of the General Command of the PNP, located on the third floor of the headquarters of the Ministry of the Interior.
One of the requirements for the degree of general is to have 4 years in the degree and 29 years of effective and real services. Have successfully completed the courses of Internal Order and Development (PAMOID) or at the Center for Advanced Police Studies.
The applicant must not have sanctions for serious and very serious infractions in the superior officer hierarchy.
Among the favorite colonels for the next higher rank, is the head of Dirandro’s Chemical Inputs Investigation Division, Colonel Leiby Huamán Daza; the former head of the Illicit Drug Trafficking Division, Colonel César Echevarría Cabrejos; and the head of the Dirincri Fraud and Other Fraud Division, Colonel José Cruz Chamba.
