SANTO DOMINGO.- The Institutionality and Justice Foundation, Inc., (FINJUS) positively values the transparent and participatory process that the General Directorate of Public Procurement has assumed, with a view to learning about and discussing the preliminary draft reform of current legislation.
They stated that for several years, they have promoted the need for the country to engage in a major national dialogue in the face of a reform of this nature.
“A balance of Law No. 340-06 on Purchases and Contracting of Goods, Services, Works and Concessions shows that after fifteen years of application it has been incapable, ineffective and inefficient to regulate, direct and serve as a framework for State action for the optimal use and transparency in the use of public resources to achieve the objectives of the Central Administration.
Likewise, they said that it is clear to them that Law No. 340-06 on Purchases and Hiring of Goods, Services, Works and Concessions has been one of the main foundations of the patronage model that has prevailed in the Dominican political system and has allowed the appearance of multiple distortions and inconsistencies that have persisted over the last decade, reinforced by the crisis in the justice system and the impunity that has resulted from it.
According to FINJUS, the current reform deserves a precise analysis that allows for the comprehensive strengthening of the purchasing system and that, in turn, redefines the hard effort that has been made by the General Directorate of Public Procurement.
“From FINJUS we trust that all citizens must be attentive to this process and we know that, through this document, we will establish our position on various specific issues of the preliminary draft that will allow us to strengthen legal security and the investment climate in the country2 .
