The legal adviser to the presidency, Carlos Trapani, pointed out that the “Public Function and Civil Service Career Law” will be essential to cut the injustices that now occur in the state administration.
Sky-high salaries without specific functions or granted to people without training for this purpose, payroll workers, people with the same roles with large salary differences, expensive “hereditary” salaries, are some of the notorious contradictions that will be aborted with the new legislation, according to its designers.
“Once this regime enters into force, it will have the contest as the only gateway to the public function. You will have a ladder of promotion and mobility, performance evaluation, meet certain requirements,” Trapani told 730 am.
He admitted that the legislation plan in this regard is exposed to judicial attack, taking into account that it contemplates adjustments that will eliminate the injustices that are now displayed either in terms of income, such as bonuses and other benefits.

“We run the risk that the law will be tightened judicially again, that is a front that is always open,” he said.
Trapani admitted that with the current legal structure, there are still positions in public entities that have the guise of “hereditary”, that is, that privileges are given to children of officials who, upon retirement, “transfer” their positions to children.
In this sense, it is known that in entities such as Ande, Banco Nacional de Fomento and many others, this feudal system of distribution of positions in the public service still prevails, which are transmitted as private things.
