Giuzzio acknowledges dissolution of unit that controlled ports

In that sense, the former authority (removed from the position of Minister of the Interior for his links with drug traffickers) said that this unit had 10 special agents and an anti-drug cannon, and that it was materially and humanly impossible to carry out a real and effective control. Therefore, the requirement for all ports to have scanners was intensified.

According to what he said that during 2020, that direction did not have any results with these personal controls, and that it was only after changing to an intelligence unit with more technology that the detection of important charges was generated.

Lastly, he maintained that due to the lack of radars, the airspace is vulnerable and allows the entry of airplanes with cargoes of cocaine, a drug that ends up in Europe, for the most part.

A publication carried out by the newspaper La Nación revealed that, through Resolution 142, former Minister Giuzzio had ordered “the permanent closure” of the Directorate of Aerial, River and Terrestrial Investigation (DIAFT) in May 2020 and Senad released private ports from control, as well as the inspections that were made in river transit, all this in full swing of drug exports from Paraguay.

Likewise, with the intention of justifying the liberation of the private ports carried out by Arnaldo Giuzzio, the current minister of the National Anti-Drug Secretariat (Senad), Zully Graciela Rolón Esquivel, pointed out that the disjointed Directorate of Air, River and Terrestrial Investigation (Diaft) got no results. However, although she explained that the controls in the port areas did not give much results, in November of last year she again signed an agreement for the restoration of the operational bases, but to date she has done nothing.

Interestingly, as of April 2020, a series of significant seizures of Paraguayan cocaine began in the seaports of Germany, Belgium, Spain, the Netherlands, and Portugal. However, for Rolón the new strategies gave better results.

Now it is key to remember that the Senad since 2012 maintained an important agreement with the Paraguayan Chamber of Terminals and Private Ports (Caterppa) for the operation of control bases in port facilities. And although Minister Rolón publicly mentions that this strategy did not help much, it turns out that she also forgot that in November of last year she re-signed the agreement to reestablish anti-drug control units.

But in addition to forgetting that he had re-signed an agreement with the private ports guild, he also forgot to keep his word and what was stipulated, because according to the president of Caterppa, Ricardo dos Santos, to date the special agents with the dogs have not They returned to the terminals.

In December of last year, Rolón also signed an agreement with the Center for River and Maritime Shipowners of Paraguay (Cafym). According to a publication of the date of the Association of Maritime Agents of Paraguay (Asamar), this was resumed because precisely with Giuzzio the bases of preventive controls that had been carried out on board ships in Paraguayan waters were lifted.

Finally, it is highly relevant to highlight that the return to the agreements was carried out precisely at the request of the private sector, although the Senad minister ignores the value of port controls and forgets to comply with her agreements.
