The new president of congress, Joseph Williams, hinted that he would not renounce the ownership of the Legislative in the event that the president Pedro Castillo is vacated or dismissed by the national representation. The so-called “honor commitment” was signed by the pro-populist Luis Aragón, but not by the now head of the Board of Directors.
“When I saw that, it seemed to me at first that it was not the time. We are in full vote and that document arrives. Secondly, the previous document was in another scenario, totally different from now. (…) Later, I talked with my bench and they all thought like me, that it is not convenient. Within the speculation one could say ‘Williams doesn’t sign so he doesn’t leave,’” Williams told the press, after attending a tribute to the members of the GEIN.
In this sense, the former head of the Joint Command of the Armed Forces stated that “there is a constitutional order.” He refers to article 115 of the Magna Carta, which establishes that in the event that the head of state and the vice presidents cannot exercise their positions, the Executive is assumed by the president of Parliament.
“I think there is a constitutional order. No one is, at least I am, clinging to the position. There is an order and you have to respect it, the order is as it should be. Why go into an issue of this nature if we are in the middle of the vote (last Monday)?” added José Williams.
Williams endorses Harvey Colchado
The new president of Congress, Joseph Williams, assured that Colonel PNP Harvey Colchado “is a guarantee” that the investigations into the presidential environment are optimally developed. This, after he was dismissed and rehabilitated in hours.
“Colonel Colchado is a guarantee that the investigation will be carried out as appropriate for the position he is serving. I heard that he had been removed from office, I didn’t think that was right, but then they informed me that he was returning to office. I hope they were misunderstandings or something like that. In no way is it convenient for the Police and the Prosecutor’s Office for the colonel to leave. Nor for the Government, because we need a guarantee of transparency”, he indicated.
Williams considers that “it is necessary” for the Minister of the Interior, Willy Huerta, to explain what happened with the head of the PNP Special Team that supports the Special Team of Prosecutors against the Corruption of Power.
