This Tuesday, the Sectoral Vice President of the Economic Area and Minister for Petroleum, Tareck El Aissami, submitted to the Public Ministry evidence and documents that account for the mega-fraud perpetrated by the former Minister of Energy and Petroleum, Rafael Ramírez, against the state-owned Petróleos de Venezuela ( PDVSA) and demanded an international arrest warrant.

“We have gone to the Republic Prosecutor’s Office to denounce and record all the evidence and information and evidence that reveal one of the most serious corruption schemes that we have known in the oil industry,” El Aissami said during a press conference at the Public ministry.

El Aissami delivered to the attorney general of the Republic, Tarek William Saab, the documents that reveal the fraud committed against PDVSA by former minister Rafael Ramírez.

After the meeting with the Attorney General, Minister El Aissami declared to the media that “it is a fraud, a mega-robbery orchestrated directly by Rafael Ramírez, former Minister of Energy and Petroleum. This mega robbery that we denounced before the Ministry and the attorney general, Tarek William Saab, was executed by the perverse mind of Ramírez.

Faced with this corruption plot, El Aissami asked the Public Ministry to open an exhaustive investigation.

Likewise, “we have requested the Attorney General to process the international arrest warrant against Rafael Ramírez, the main and intellectual author and material of this unprecedented mega robbery in the Venezuelan oil industry.”

28 payments: estate theft

El Aissami specified that the robbery against PDVSA was carried out in 2012 and 2013, when 28 payments were made for a total of 4,850 million dollars, stolen from the assets of the state oil company.

He explained that the fraudulent operations were detected on February 29, 2012, when Ramírez received a letter from Juan Andrés Wallis Brandt, president of the Administrator Atlantic 17107 CA, where he made a working capital financing proposal to PDVSA for 17,490 million bolívares. to cancel within 24 months.

He explained that Rafael Ramírez convened an Extraordinary Shareholders’ Meeting in which he signed the subscription of the loan agreement under the credit line mechanism with the company Atlantic 17107 CA

The plot begins in February 2012, this is the first consigned element, document and letter signed by directors of the Atlantic administrator, addressed to Rafael Ramírez, “he added.

Of these fraudulent maneuvers, “there is no record in PDVSA, on March 15, nine days after the signing of the alleged loan, they simulated financing in bolivars and then the administrator Atlantic, assigns the financing to foreign funds in foreign currency, in the name of of Violet and Welka Holding Limited domiciled in Panama and Saint Vincent and the Grenadines.”

Anselmi brothers

These foreign funds were operated by two Venezuelan brothers identified as Luis Oberto Anselmi and Ignacio Oberto Anselmi who notified PDVSA that from that moment on they were the creditors “of the alleged financing,” El Aissami said.

“They notify PDVSA about the financing. The unfortunate thing is that this robbery can only exist in a mind as rotten and corrupt as that of Rafael Ramírez. Subsequently, on March 6, the financing is approved », he said.

For March 20, 2012, PDVSA makes the first payment to Violet for 230 million dollars. This payment of the line of credit was signed by the officials of the oil company Víctor Aular and Abraham Ortega.

In total, 28 payments or transfer certificates were made for an amount of 4,850 million dollars.

“The last proof of payment was made on March 26, 2013 for an amount of 100 million dollars, it was 12 exact months between the first and last payment,” he added.

El Aissami reiterated that PDVSA paid 4.85 billion dollars in one year, “information that we delivered from all these accounts to the attorney general, Tarek William Saab.”

Minister Tareck El Aissami emphasized that this corruption scheme does not end with the Anselmi brothers, because after the transfers to the two funds, “a part of the money was transferred to Leopoldo Alejandro Betancourt López, a relative of the fugitive from justice Leopoldo Lopez»

“What a family of murderers and thieves,” he remarked.

Fight against corruption advances

After revealing the entire plot of the mega-fraud committed against PDVSA by Rafael Ramírez, the Minister for Oil, Tareck El Aissami, ratified the will to advance in the fight against the scourge of corruption.

“We ratify the will to advance in the fight against corruption, we have a firm commitment to raise our oil industry, in the face of people like Rafael Ramírez: a traitor,” he added.

Ramírez: traitor to PDVSA and Hugo Chávez

For El Aissami, Rafael Ramírez “is directly responsible for the crisis in the oil industry.”

«He betrayed the trust that our Commander Hugo Chávez placed in him during his lifetime. He is a thief, coward, a monster, gangster. This robbery was perpetrated in the last year of Chavez’s life », he stressed.

Likewise, he stressed that Ramírez is a “thief who looted PDVSA. Traitor and miserable. The people must know that sooner rather than later we will see it in the hands of justice and we will not rest until we achieve it. We will not rest until they pay for the serious damage to the country.”
