The Public Ministry requested 17 years in prison for the former police captain Ramón Flores Donaire, 39, who caused the death of the orthopedic doctor Jorge Ernesto Herrera Chávez, 28, at kilometer seven of the highway to Masaya in an accident motoring.
According to the Prosecutor’s Office report, the ex-police officer, after leaving a karaoke bar, while intoxicated, drove his truck at more than 120 kilometers per hour, which caused him to lose control and hit a tree and then drive the vehicle where the victim was travelling. The guilty verdict was issued by Judge Ángel Fernández González, of the Fourth Criminal District Court of Managua.

The Public Ministry requested 15 years in prison for intentional homicide and two years for exposure and abandonment of people. The sentence will be known in the next 15 days.
Flores was speeding and under the influence of alcohol. According to the investigations and the evidence offered by the Prosecutor’s Office, Flores had 1.17 grams of alcohol per liter of blood at the time of the breathalyzer test. A police report indicates that the subject was driving at a speed of between 115 and 125 kilometers per hour, well above the limit allowed on that road, which is 80 kilometers per hour. After the accident he was discharged.
Jorge Herrera Chávez was 28 years old, he married Clarisa Lira Sánchez in 2018, a young woman “very bright, professional, outstanding in her work”, as the doctor’s mother describes her. On May 27, 2022, Herrera received the title of orthopedist, a specialty that he studied at the National Autonomous University of Nicaragua (UNAN-Managua). He worked at the Sermesa Hospital in Masaya.
According to his mother, he was very excited about his career; she was passionate about what she did. “He told me about his professional plans and goals because of my experience in hospital administration,” Dr. Olga Chávez recalled with emotion.

In addition to being a doctor, Herrera was passionate about cycling, which he practiced with his wife. He was preparing to travel to Wisconsin, United States, in September of this year to participate in a triathlon, a sport that involves the performance of three sports disciplines: swimming, cycling and running, which are carried out in order and without interruption between a test and the next.
For his part, Flores was assigned to the General Administration Division of the Police. In November 2018, he took a police-military tactics course. At that time, the institution reported that he was the first record of the best student of the course for his “companionship, loyalty, teamwork, fairness, which allowed him to create a good performance.”
