Mayor of Arequipa justified lack of works due to the pandemic and the political crisis

The Provincial Mayor of Arequipa, Omar Candia, had few accomplishments to list during his last speech for the 482 anniversary of Arequipa, where he made a balance of his four years of management. The authority remarked that his mandate was was altered by the arrival of the Covid-19 pandemic.
