Former auxiliary consul accuses Miguel Vargas of impersonating his identity

SANTO DOMINGO.-Franklin Stalin Peralta Guzmán, who was suspended as consular assistant in San Juan, Puerto Rico, accused former Foreign Minister Miguel Vargas Maldonado of supplanting his identity and naming another with the same names and surnames, and salary in Mexico.

He said that decree 259-11, dated April 25, 2011, was also used, which was with which the then president Leonel Fernández appointed him.

He stated that he notified Vargas Maldonado about the situation on July 24, 2017 and that he ignored him.

He reported that on March 3, the Attorney General of the Republic, Miriam Germán Brito, commissioned the prosecutor Arolín Lemos of the Specialized Prosecution of Administrative Corruption Office (PEPCA) to investigate his complaint of impersonation of his identity.

Peralta Guzmán explained that since then the situation has continued and that it has not been worth notifying the situation to former Foreign Minister Andrés Navarro and the current Roberto Alvarez.

He explained that official letter 14123 contained in the order of May 31, 2011 was used for the impersonation, with which the Executive Power assigned him a salary of US$920 and another US$1,880 in current expenses.

Peralta Guzmán explained that he made the decision to request an investigation from Attorney General Germán Brito, through Instance Number. 00891, dated October 5, 2021, “and I am grateful that the magistrate has ordered an investigation of my case.”

“In my case there has been a denial of justice, an abuse, it seems that you have to be well known and have a lot of money for officials and justice to act,” lamented the communicator.

As for the current foreign minister, Roberto Álvarez, he said that he has refused to abide by four rulings, including one by the Constitutional Court, which order him to pay his salaries in arrears since 2016 and reinstate him in his position.

He explained that the first sentence was issued on August 30, 2018 by the presiding judge of the first chamber of the Superior Administrative Court, Román A. Berroa Hiciano, marked with the series 030-02-2018-SSEN-00287.

The second was civil ordinance number 504-2018 S0RD-1692, issued on December 14, 2018 by substitute judge Pedro Marcial Ramírez Salce.

While the third sentence was number 026-02-2019 SCIV-00194, issued on March 12, 2019 by the presiding judge of the First Chamber of the Civil and Commercial Chamber of the National District Court of Appeal, Edyson Alarcón, who condemned the Ministry of

Foreign Relations at that time to the payment of US$89,600 for non-payment of 29 overdue salaries, including Christmas salaries for the years 2016, 2017 and 2018 and an astreinte of RD$2,000 per day for non-compliance with said sentence. This provision to both Foreign Minister Roberto Álvarez and the Foreign Ministry.
