Legislators vote for members of the Inddhh Board of Directors

The General Assembly was summoned for this Monday, August 1 at 9:30 a.m. to discuss the election of the new directorate of the National Institution for Human Rights and the Ombudsman’s Office (Inddhh), after the special commission of legislators worked on the issue and submit to the highest body of the Legislative Power a list with 26 candidates: 8 women and 18 men.

Each legislator, in the General Assembly, can vote for up to 5 candidates with gender equality, that is, they can elect 3 women and 2 men, or vice versa. In this sense, the five most voted candidates, who exceed two thirds of the votes of the General Assembly, will be appointed to the INDDHH board of directors.

However, according to advanced to Grupo R Multimedio the president of the Advisory Commission of the General Assembly of the Legislative Power for the Election of the Board of Directors of the Inddhh, Mario Colman, it is likely that no candidate will obtain the two-thirds of the votes necessary to be appointed, so a new session of the General Assembly on August 11. In this second instance, the appointment of the members of the INDDHH board of directors will be made by simple majority.

Some of the current directorates of the INDDHH are harshly questioned by members of the government and the ruling party, to the point that they have described the Institution as a “political club of the Broad Front.”

In particular, criticism has arisen from the Ministry of the Interior for questioning and negative reports from the Institution towards the actions of the Police.

Candidates

On one of the pages are: Marcos Israel, president of the Israelite Central Committee of Uruguay, presented by that institution; Carmen Rodríguez, advisor to the Legal Division of the General Inspection of Labor and Social Security of the Ministry of Labor and Social Security, proposed by white legislators; Gloria Robaina, former Colorado legislator, proposed by Gurises Unidos and Colorado deputy Marne Osorio; Javier Palummo, lawyer presented by Gurises Unidos, Mundo Afro, DNI Internacional and Data Uruguay; and Dardo Rodríguez, director of the Institute for Children and Adolescents of Uruguay, recommended by the deputy of the Independent Party Iván Posada.

On the second list are: Jimena Fernández Bonelli, specialized in corporate social responsibility, recommended by Senator Carmen Sanguinetti, Manos Veneguayas and the network of Companies for Sustainable Development; Sofía Maruri, lawyer nominated by Vice President Beatriz Argimón, the Canguro Foundation and the University of Montevideo; Fernando Menéndez, former nationalist mayor in San José, presented by the Human Rights Organization Stop Abuse Uruguay, Moved for Life and Families United for Our Children; Bernardo Legnani, lawyer specializing in Family, proposed by Senator Guillermo Domenech lobbyist; and Santiago Ruete, criminal lawyer, presented by Senator Carmen Asiaín.

They denounce illegalities in the nomination of candidates for the board of directors

Twenty social organizations, led by the PIT-CNT, Mothers and Relatives of the Detained-Disappeared, and the Peace and Justice Service, denounced this Monday outside the Legislative Palace (photo) what they understand to be a series of illegalities in the nomination by the Parliament of the candidates to integrate the directory of the National Institution of Human Rights and Ombudsman’s Office (INDDHH).
